Patrol Division

Perhaps the most indispensable segment of the Kingsport Police Department, the Patrol Division serves as the backbone of the department.  Part of K.P.D.’s Operations Bureau, the Patrol Division typically responds to over 60,000 calls for service each year.  The Patrol Division is divided into four platoons with approximately sixteen officers assigned to each platoon.  Each platoon is under the direct supervision of a Watch Commander.  The Patrol Watch Commanders are featured below:

 


 

Lieutenant Todd Harrison received his Bachelor of Science in Criminal Justice from East Tennessee State University.  He began his law enforcement career at the Kingsport Police Department in 1990.  He has served in Patrol, Community Police, Bicycle Patrol, the Honor Guard Team, and on the 2nd Judicial District Drug Task Force.  As a supervisor he has managed the Records Division and other aspects of the Administrative Bureau and served as Crime Analyst and Jail Administrator.  He was promoted to Lieutenant in November of 2012 and currently serves as Watch Commander for 1st Platoon.
Lieutenant Tim Crawford received his Associate of Science in Law Enforcement and Bachelor of Science in Criminal Justice from East Tennessee State University.  His first law enforcement experience was as a Reserve Officer with the Sullivan County Sheriff’s Office.  He came to the Kingsport Police Department as a Corrections and Parking Enforcement Officer in 1987 and was later sworn in as a Police Officer.  He has served as Patrol Officer, Community Police, Bicycle Patrol, Honor Guard Team member, and a supervisor of the Vice Unit.  He was promoted to Lieutenant in January of 2013 and currently serves as Watch Commander for 2nd Platoon.
Lieutenant David Moore received his Bachelor of Science in Political Science from East Tennessee State University and his Masters of Education from Lincoln Memorial University.  He was sworn in at the Kingsport Police Department in 1988 and has served as Patrol Officer, Detective, Accreditation Manager, and a supervisor in the Patrol Division and Community Police Unit.  Lieutenant Moore has also fulfilled the roles of S.W.A.T. Operator and Honor Guard Team member.  He was promoted to Lieutenant in June of 2014 and currently serves as Watch Commander for 3rd Platoon.
Lieutenant Joe Valentine attended East Tennessee State University and began his Law Enforcement career with the Carter County Sheriff’s Office, where he served for five years, before joining the Kingsport Police Department in 1986.  Throughout his K.P.D. tenure, he has been a part of Patrol, Criminal Investigations, Vice, and the Explosive Ordnance Disposal Unit.  He currently serves as one of the lead facilitators of the Critical Incident Stress Debriefing (C.I.S.D.) Team.  He was promoted to Lieutenant in July of 2013 and currently serves as Watch Commander for 4th Platoon.
