The Kingsport Police Department’s Special Operations Unit consists of several specialized divisions of the Operations Bureau. These include the Crime Analyst, the Traffic Unit, the Directed Patrol Unit, School Resource Officers, and Parking Enforcement Officers. The Special Operations Unit Commander also oversees various special projects and events such as security for Kingsport’s annual Fun Fest events and traffic control for various parades and road races.
Lieutenant Ralph Cline began his law enforcement career while serving in the United States Air Force as a Security Police Officer. He was sworn in at the Kingsport Police Department in 1985. Lt. Cline is a graduate of the F.B.I. National Academy. He has served the citizens of Kingsport in a variety of capacities including Patrol Officer, K-9 Handler, S.W.A.T. Team Operator, Bicycle Patrol Officer, and Honor Guard Team Member. He rose through the ranks as a Detective and served for a time as the Criminal Investigations Unit Commander. He was promoted to Lieutenant in 2000 and currently serves as the Special Operations Unit Commander.
